Recent topic made me remember this thread.

At the risk of adding a pinch of "convolution" I suggest the following:

*Crime of lockpicking continues to leave a Rummaging scent (no redhanded/outlaw.)
*To lockpick without it being a crime, you need THEFT, not RUMMAGING permission.

Essentially give people an inch and they will take a mile. The reason picking a lock is a more severe crime is because of the implications it has on the next actions taken. Irl lockpicking is considered breaking and entering, whereas just entering is trespassing. The lock also stays irl, but breaking into a place is by no means an innocent act where trespassing could be. Rummaging simply means ...

... so he locked them. C) Turns out, people are allowed to lockpick buildings and containers because that is covered by "Rummaging." Moving lockpicking to Theft (as OP requested) would be basically just whack-a mole/band-aid fix at best.

Or we can get more perms LIke lock picking, Lifting, leading etc. The big problem for many markets or public tools is the lack of specifics on permissions. you can make a cauldron public to use but can't take anything out of it or that theft but with theft they can pick up the cauldron. Root issue: same permission (rummaging) applies to two wildly different things, you can't allow one and disallow the other. (Opening any unlocked gate on the claim, and lockpicking anything on the claim.)
