Well anyone outside period, let's say I go out some place to go grab q10 logs and chop trees, I certainly don't want to get ambushed, however I can keep my gear in case of it and I have a win on the 'average' person. All these numbers are theoretical of course, let's say the average raider has 500 Melee, but they lack good quality in equipment so their thanes might be something like q200 (pretty good, something you'd expect from someone who's solo), but now the person in the village is going to get attacked by that guy, he only has 400 Melee because he doesn't want to waste too much LP not being a warrior, however his q1400 Thane's giving him the edge over the first warrior, despite less LP invested.
If the thane's are widely spread (which is already too late anyways -sigh-), now the average citizen of a bigger village needs more Melee to match the other, instead of just 400 he'll now need 550, or hell maybe even more.
