probably someone thought he could start a new buisness there, opening a sightseeing spot for travelers, and decided to place some John Doe skeltons to make it look more interesting.
you know how travelers with cameras need camels at desert, lions at safaris, women at beach, and of course skeltons at historical battlefields, they hardly care if they are fake or not when taking pics on sightseeing.
