Look at schematics... its sectors... we merge them in personal plots size 1-9 sectors. It depends of needs and etc. Also it gives that symetcical-assymetry like in real city... some roads goes from end to end, some deadend and etc.
We have 25 cityzens at this moment... and 3 join next week, they preparing bricks and etc... That city is planed for 45-55 active people.
I can say that we used up near to 80 000 bricks in AD. Its possible to calculate real q-ty but it takes time
So to see size of work you need plan and calculations...

Those sectors seem to be 33x33, a bit small for a personal plot, but 2x2 is a bit too large. I guess 2x1 would work. I still don't think that organic cities would look good in H&H, though, because of square claims and dull terrain. You really need curved lines for a pretty organic city.

Anyway, my plan *is* to scale, 1 pixel = 1 tile.

I live in 1 sector.. its more that enough for person who didn't making farming, treeplanting or working with domesticated animals.
Also in some big sectors there are 2-4 people living.

The only problem I see with your idea of sectors is that everyone should have cows, unless they're crazy or you can read the future and tell that the few people who do raise cows and have enough for the whole village won't quit...

Actually there are simple tax type organization. Some part of production goes to city needs.
Cheese to feed fighters, linen for banners, bricks for building more, and mining for metals and silver or gold. If somebody away more than 4 weeks without any information about terms of absence from owner, all his stuff go to city, and sector recive new owners.
For now everything runs just fine...
