Yes, he did. Players sell mines and they sell them quite often. Sometimes they even just give them away for one reason or another. AD is good to their word and likely have an excess of resources such as mines while in need of other resources, such as foods or linens, which have an endless demand. Sometimes villages also can't support the number of mines they own and rather than have them sit idle, will just establish it as an outpost and assign it to recruited players to take care of and ship them goods when they need them.
It is not unreasonable to want to buy a mine, it is just often expensive. You'll need lots of resources and resources specifically demanded by a group in question. If he's willing to do the work, then there is absolutely no harm in wanting to buy a mine. I can't say the same of you, considering how you've acted in trades of the past though; trying to buy a mine would be fruitless for you.
