I had this explained to me last world, Anyone who can afford your silver doesn't give two shits about it.
Your average single pocket of silver yields so much that a village rarely ever needs more after they first hit some.
It's just not that valuable by itself, Gold is still good though.

Oddly enough, You'd be better off selling bulk lesser metals at any q, if only for Large chest production.
