I assume that number means there are 17 accounts logged in from Spain and not 17 different IPs from Spain.

Just tested this... There were 3 people from Spain, I logged 5 accounts, it got up to 8...





And when I logged off...




Sooo... Unless 8 spaniards decided to log in at the same exact second I wanted to test this, I'd say the usercount is based on the number of accounts not what IP are they logging in from.
