That's how you title things. With a few exceptions, such as words like 'the' and 'of' which can be left lowercase unless they're the first word in a sentence.

Why isn't it "Ask, Answer And Discuss Any And All Topics About The Hows, Whys, Wheres And Whens Of Playing Haven & Hearth."

You're actually missing an oxford comma. It should be changed to

Ask, answer and discuss any and all topics about the hows, whys, wheres, and whens of playing Haven & Hearth.

That's also not how the oxford comma is used. The oxford comma is used to differentiate different actions, individuals, etc. when ascribing specific aspects to them. Given how English is, both usages work just fine though. The point of grammar is clarity, so ultimately if you can read a sentence and get the full meaning out of it without struggling along the way, then it is probably a grammatically correct sentence. It may not prescribe to the set of grammatical rules your teachers or the internet have taught you, hell it can actively go against them, but if it reads well then it's a good sentence.
