Asking about New Dragon Republic

Eh, well, hello guys
I've created my character not so long ago
And well I don't know where is the place I started in, but I suppose it's in the quite near of the New Dragon Republic holdings and villages.

So, what should I do? Is NDR still alive? How can i get in the society?
(P.S. Travelled on the boat around. Saw no one.)
