What the "loading" part refers to is actually map being transferred from the server. We have experienced this problem before, though it appears to be rare and related to faulty network equipment.
If I were to guess, I'd say that you are behind some consumer-grade router that drops fragmented UDP packets (in violation of Internet standards). I would like to fix the problem at the protocol-level at some point, but it is far from trivial, and I'm afraid I cannot do it anytime soon. Until then, I'm afraid there is little I can do for you. The only thing I can recommend is getting a better router.
