are both of these cosmetic, or will one be beneficial in some way to a noob?

Leather cloak will make you look like less of a noob.

Nobody likes the hide cloak.

Hide cloak makes you look like a (sexual) slave to be honest.

well, another function they have is if ya get ravaged by a boar or bear, there is a chance that they'll eat those before your hp/ac armor.

Um, no they won't. If a wearable item does not have an armor class or hitpoints, then it won't be destroyed in combat.

I like hide cloaks, up until you get a toga, which is basically the same thing, only a brighter color. Leather cloaks are interesting though too for a fashionable method, since they are more a duster or coat (personally I like leather cloaks with newsboy hats, sportin a hobo look). 8-)

maybe these items should give armor class, i can imagine a heavy leather coat giving some protection.
could make hq leather more worthwhile to work towards, if there was another item on top of your armor and helmet that gave x amount to armor class.
also, maybe it would cause people to think somewhat about what to put in the cloak slot, instead of just the no-brainer merchant robe

I like that idea, except things that can break often do, and it'd be a pain to keep replacing something that basic (especially with how tedious tanning leather is). But on the other hand, replacing items does make a leather industry more useful too...

Once you get a decent metal plate your total armor rating will be so high none of your armor will ever be damaged from animal attacks, and if you're involved in PvP so often your armor keeps breaking, you probably have bigger problems than having to make more leather :D

+1 for the idea of giving some armor to the leather cloak. It would be great to see advanced players wearing something else than merchant robes for a change.
