According to wiki: You can do this when you do NOT have the Vandalism skill, and it will leave a trackable scent.
I have 41 strength, and a pickaxe equipped... These HF's are inside our village, but when i click to destroy them I get this message;
That is not your Hearth.
So, what's the issue?

I think they also have to be on your personal claim, otherwise you can't destroy them. At least it was like that the last time I tried to destroy one.
Or was it that you don't leave scents if it's on your personal claim? Geez, my memory sucks. All I know is that you don't need to turn on criminal acts if you destroy a hearthfire on your personal claim.
...which kind of would imply that you don't need vandalism.

But I am sure of one thing: Removing hearthfires that are on your personal claim doesn't require you to enable criminal acts.
