The point is people were under the impression that you could only find them near water earlier in the thread, he was setting it straight, I didn't bother, but to be exact, the way it seems to work (perhaps loftar can correct if wrong, but I'm pretty sure considering how clay->Mudflats happened)
When the map is made, quality spots are put down, the quality spots can be ANYWHERE (Soil 200+ in the middle of a localmap-large lake (you don't even EVER know there is soil there), fishing spots in the middle of a continent... there could be any of it, anywhere. So yes you can end up with HQ water inland, you can end up with it anywhere, whether or not you can access it is the big deal.
