Personal Belief ability to change times

How often can you change your personal beliefs? 8 of our hours? Must you be logged in for a certain amount of time before you can again?
Is it random?

Depends upon your position on Change/Tradition slider, and it depends upon how long you play, only.

At full change it takes 8 in game hours. a RL hour = 3 IG hours. These hours only go down whilst playing, so there is no benefit to logging out at 1hour to go take a shower for the 20 minutes it wouldve taken for the timer to go down.

The timer also doesn't go down if you're afk on the vanilla client. Gilbertus, Enders, Pacho's, etc. all prevent you from being counted as afk.

Though I was told fishing can keep you from getting the afk debuff?

Incorrect. I get it all the time when I fish for long periods of time, even when I'm still there moving things around in my inv / looking at stats skills etc

Google "Haven and hearth ender client" and download that. among many extremely useful tools, it keeps you from going AFK.

Using Custom clients is not punished by the devs in any way and does not appear to violate any of their explicit rules. While the concept is iffy and the legitimacy of the actions that these clients do certainly alter how you play the game, you won't get in any trouble for using them. Many let you have a bigger screen, see in the dark, hide objects and terrain, have more hotkey slots, etc. etc..
