Do Necromancer Cloaks scare away people?

Is there some unspoken rule that states that anyone who wears one is most likely on a rampant kill spree or are the generally considered socially acceptable? I know the bandit mask has scared a few off.

It just vaguely implies "murderer" because crafting it requires the Murder skill (as far as I know).

People have started trading them like crazy in World 5, though, so they're usually not a bad sign.

While we're on the subject of socially awkward things to do... I was thinking of making an 8-bit U.S.S.R. hammer and sickle out of red an yellow bricks in my base. How many Russians will that anger into killing us?

For the first question, it depends on wether the other person passes a perception check.

For the latter, yes. It is now a 2-d-6 roll.
I think it's made of bubbles and hate.
