Are these just really really rare or am I having some really bad luck? Wiki says 110 per*exp, I have 140 per*exp.

Yes, they are fairly rare. What's more, with 140 per*exp, you can only see a small fraction of them. Make sure to raise it to 440+, so that you don't miss any while travelling.

Alright so i'm new to the whole curiosity thing, me not playing since back in like world 3. They work the same way as any other foragables?

Yeah, they're regular forageables (well, those that are forageable).

I'm not so sure that they're that rare, but you're competing with all the other players out there for them.

If 110 is the minimum, then about 220 is the base, which you will them 50% of the time, and at 440 you will see them 100% of the time. Also, they are rare and everyone else is also looking for them.

They spawn in any deep water. So lakes too.

Wiki says they only spawn within 8 tiles of shallow water, in deep water, so rivers and the shores next to the land on lakes are you best bets, i guess.
