how do i wear a Hirdsman's Cape

In order to use a hirdsmen cape you have to become a hirdsmen.
The hirdsmen are appointed by the chieftan of a village.
The chieftan of a village is appointed by the law speaker. The creator of the village. You must have 25 charisma to become the cheiftan of a village.
In order to become a lawspeaker you must first purchase the skill Lawspeaking and have 25 charisma.
A quick way to get 25 charisma is to drink a bottle of wine. It will give you a 15 cha boost.

As far as I know the Cheiftan can only appoint two hirdsmen, however I think they are pretty useless In my opinion.
If you are really looking for a cool cape to wear you can start a half-mashed sericulture farm and just make a silk cloth for a Rangers cape. You can become robin hood.
