Then perhaps you should stay in your boat and see if it'll stand still. If you really want to chase it, you do move faster than it at sprint speed.

Pay attention to the icon next to the bear's portrait. If there's an olive branch he won't attack you even if he's chasing after you. I have no idea why they do that, it's some sort of bug, but you can use it to kill them easy.
