No, running is free of stamina drain while using a cart. (Honestly that makes no sense, one of the few illogical things about this game)
Running on pavement is free of stamina.
To be honest, I think using 1 speed less than max on any terain uses no stamina, crawling on swamps, walking in forrest, running on pave/mine all use none.
