How do you qualify theft? A bar of silver may have just as much value to someone as a sausage to a starving newbie. Is the newbie not entitled to retrieve his items as much as the person who lost the bar of silver? Why should the player be restricted to just retrieving either? What if the person stole the bar of silver and threw it in the river or ate the sausage to spite the newbie. Is that not the definition of Rage in retaliation? The attacker must face just as much justice for their actions as the thief so why should they be artificially forced to stop?

And don't even get started with the imprisonment bullshit again. You are effectively locking down someone's ability to inherit their old characters stats, lp, and claim indefinitely. You're preventing them from playing without starting over entirely from scratch. It might sound like fun and games to you to have an npc doll of a character held in a stockade but there is some serious abuse to that. Why not just steal from people with a thief alt, let them arrest the alt, then imprison them all and never let them use their characters again. Or should imprisonment not be a crime? No scents so it's a free murder. Everyone wants the ability to kill/take away characters without retribution, right? Meanwhile the player is stuck in limbo deciding on whether to start literally from scratch or maybe wait to see if they'll be released or if someone will rescue them; 25% inheritance might not sound like much to you but it's a big boost in getting you back on your feet with a new character, especially if you have a large claim. Worse if that was a full tradition character -- they have to just let go of 75% of everything. If you want imprisonment, rework the entire belief, inheritance, and control system of the game first. Shit ain't balanced and doesn't belong anywhere near play.

Besides, most criminals will still go unpunished because you lack the ability to break into a hearthvault anyway. When you can break a properly bricked hearthvault, then you get to ask for retribution, not before.

Why does a thief get to take stuff from people who are offline?
