Don't pay attention too well, do you? It's already been stated that if the quality of the node is at 10 or below, only one clay can be dug until that node refreshes. Yes, an entire mudflat may only have exactly one clay at a given time in it. Best thing to do with those is just turn them into grassland. Maybe there will be better quality soil than clay.

Also, don't need Pottery to dig clay, only to make something with it.

I dig in water for clay . . . I got 1 (Quality 10 )
I dig in diferent water for clay . . . I got 80 (Quality 10 ) so far :)
I think you just need to find the right place. Just dig and dig and dig :)
