If you just let your authority decay to zero can you still teleport to idol, extent authority (banners and such) and build crossroad? The Claim just will have no effect on others.

Ya, still can have crossroads, it just won't prevent criminal acts.

I would like to create a second underground village to extend my heartlings' territory.
How would it be possible to give to the villagers from each village the permission to travel and work in the other village ?

Use a personal claim over any area the village covers. Personal claim takes priority over village claim. Having a "second village" is really only good for building a crossroad for easier travel.

You can still extend the village claim with banners or statues to build crossroads further out in to your cave. Eventually if you don't plan on maintaining the auth of the village, the personal claim can just act as a guard over the idol so no one can destroy it without leaving scents, and you are free to extend the claim and work on it as you please. However, no auth of course means anyone can also do stuff on it without leaving scents.
