I'd have to agree about the soft capping. I was fiddling and failing with equation derivation, but I seem to have a guess that you should be able to exceed your average soft cap value by more than 40%.

That being said, you can raise your soft cap via rebuilding some parts of it. There is a theoretical cap though based on fuel.
