The hearth you're seeing was likely spawned via the bug where alts spawned off of underground HS's would appear on the surface level, which is why it's exactly above the location.

I'm pretty sure that doesn't matter. If your hearth is underground and you track it it'll lead to the spot on the surface layer above it no matter what.

Which is what he means. The reason that he's getting the false positive of the hearth on the top layer tracking exactly as the hearth of the vandal is that it was likely spawned by the vandal's underground hearth.
