No maybe here. You have to have discovered coal first.

Absolutely false - I have put a crucible up on my group's claim (not a village yet but we have a cave), and have never made any coal.

I stand corrected, then :)

I know it showed up for me when I took metal working. Guess I didn't pay enough attention to the coal part.
