I believe it says explicitly that you cannot in the sticky. In either case no, you cannot own more than one claim. You can own a personal claim and be the lawspeaker of a village claim though. You can also have a personal claim for every character on your account and every other account you make as well. It's a limit 1 per character sort of thing. If you inherit an ancestors stats/skills you also inherit their land and cannot make another claim without first declaiming theirs.
