Naa, you can build a mine just anywhere. With how buggy rustroot is at the moment it's hardly worth bothering with.

No. You can place a minehole anywhere on a paved surface. Whether or not that minehole leads to any ore is another story, but the process of actually building one doesn't involve rustroon anymore.
