I am confused about hearthless summoning.

Does the tracker currently summon you RIGHT infront of him, or at some random spot anywhere on the map?

I believe if a person has no hearth and is offline the tracker left clicks the scent and then right clicks the ground. This will give a summon option which summons the perp to that location. I'm unaware if it must be beside you or not. The only hearthless scents I've ever seen are from dead people.
