Untrue, I've done it in rivers before. Was where I caught my first plaice when I actually found out what the `shallows` were. It's much easier in lakes though.

I was only able to catch plaice in shallow water of a lake using leech or intestines as bait, nothing else worked for me. Luckily leeches are easy to get :P

Where you click at is where you fish i.e. standing at the edge of a river and clicking in the dark blue area of the water means you are fishing in deep water compared to clicking in the light blue shallow water of a lake.

Fishing along the shore on a river counts as 'shallow water'.

I have never been able to click on the shallow water of a river, it always sent me to the deep water of the river. I suppose if you can then I stand corrected.

It's not a matter of where the line between 'swimming' and 'not swimming' is. The line for shallow and deep fishing is completely different. Some rivers don't have any deep water for fish. Some lakes, the shallow extends much farther out into the lake than the wading area.
