I'm pretty sure he's talking about cave in rocks. When you mine without a support you cause cave ins, which can kill you. The chance of a cave in is increased when there are more rocks around, so you are going to want to break them.
As for mining, you mine the black area around your mine hole entrance. Click [A]dventure -> [M]ine then click on a black tile.
