Quite correct. There is a ratio of where a stone axe is better than a pick axe, but you'd need the numbers used to calculate mining time and stamina drain. The other thing you have to take into account is that mining ability is the geometric mean, not arithmetic, so if the tool quality is significantly lower, it's really going to pull the mean down. I can tell you I mine just as fast and with less stamina drain with a q55 stone axe vs a q20 pick axe.
