Maybe you're thinking of Slide, which is -D for +O, or Charge!, which is -D for +O and +IP. Dash is +D, +IP with no penalties. Slide and charge both grant partial returns if you are at less than the required amount when the move occurs. I've not done much PvP, so I'm not sure if Throw Sand works the same way. I'd have to take another's word for it. If it worked the same way, you'd need 20 O for each IP drained. (Throw Sand is kinda pointless vs foxes and boars, even deer.) Check it out with your sparring partner and let us know if it is different than what Mr. clark states.

i've won a fair deal of spars using throw sand.

i've also been able to use evil eye to my advantage when on-the-run from enemies.

evil eyes pretty dangerous if you have nowhere to run though, because the cool-down is beyond long.

throw sand is not effective on an opponent with the agi advantage/using charge, or if they gain ip in any other manner too fast for you to keep up with sand. you need to keep in mind it takes 40% of your attack away too, so you can't just non-stop sand them. throw sand is more effective against MC combatants in the couple fights i've had.
