He is talking about the Attack bar. The attack bar has nothing to do with ranged combat so don't bother with that.

he means the attack bar from the combat thing, not the aim meter. the attack bar drops to 0 when you shoot an animal for some reason. most people say it has no effect in range combat, but I've noticed when your attack bar is full you do slightly more damage. I think thats why he wants to know...

the simple answer to your question is you can't unless you get out of your boat and use moves on the animal, which could(probably will) lead to your death.
