Even then, the odds of someone finding you on the big map is so slim off a single minimap is extremely small.
To OP: it's entirely possible that this guy has all the combat and black skills and has a large number of UA. some of our most famous killers walk around looking like a noob most of the time to sucker opposing raiders into attacking. Thus, no, a fence probably won't stop him, but it's a measure of protection that might cut it out. If you're A) have your things on a claim, and B) have a fence surrounding your things on said claim, it increases the number of "black" skills needed to rob you. It also makes the guy decide if he wants to leave scents around that he can be summoned with, namely Theft and Vandalism. If his HF is in the open, then it would be very easy to bring retribution for the crimes.
