Im talking about using anything realy.
Say you need a certain program like watching a video in some cases you'll be prompted you need to download the new adobe flash player etc
same thing with Java, you do know most of everything *technology wise uses java.
I own a HTC Evo4G and this thing runs off of java in some things i use same with adobe.

Half the smart phones use Java, the other half use iOS. As far as PCs go, maybe 10-15% of the software uses Java (which is pretty big for any one particular development platform). You're making a ton of assumptions on what sort of computer the person is running on as well as the software used. Not all of it is as smart as others and newer OSes are a bit smarter than older ones (though it's not always obvious). If it was a fact of "***.jnlp requires Java 1.xxx to run. Would you like to install it now?", I doubt OP would have made a post.
