I'm fairly sure you're using the wrong wiki (the wikia one, it's outdated) as I fail to see where you found this.
Authority input is equivalent to that of the base LP of a curiosity (quality matters, but learning ability is irrelevant), multiplied by (sqrt((Int*Cha)/10))
The end result being rounded down, ofcourse.
TL;DR, I assume you're using wrong wiki, here is correct formula:
Authority = RoundedDown (LP * sqrt (INT * CHA) / 10)(

Side note: I think jorb's quote
here is outdated, and that there was a buff to authority gain, changing the /30 to /10, or he just screwed up and intended to say /10. (All of this is deductive reasoning without much hard proof to back it up so if anyone is capable of enlightening the situation it would be appreciated)
