Bow, you need 3*bowQ.
R.bow, you need 6*R.bowQ.
Of course if your MM is less than the sling/bow Q it's fine, but it means it would slow the charging time.
This isn't even close to correct. Please see the wiki page for accurate information on how weapon quality effects ranged combat. To sum it up: Your MM skill effects maximum possible accuracy. MM and weapon type effects aim speed (which is what the numbers Aervyn has here are for). Weapon quality can cap the effective MM skill the character can use.
