So what is the recommended arrow quality for attacking still targets?

Half your MM. If you have 100 MM, then use q50 arrows. If you only have 50, you only need q25.

Honestly, bows are really only useful once you can consistently kill a deer or boar in one shot. Otherwise, they just run on the first shot instead of the 4th.

Can you do this with a wooden bow or is it only possible with a ranger bow?
I guess if you want to do it with a wooden bow it'll have to be highq and you need a high perception right?

It doesn't matter which bow you use. With bows, both your bow and your arrows are checked for capping your MM skill. As an example, say you have a q100 ranger bow. You could, in theory, have up to 300 MM skill. This means you'd need to use q150 arrows (obtainable this far into the world. Should be people willing to sell q100 tree branches.) Any arrows less than this would cap your MM skill.
