From the experiments I have done the V claim works like this.
1. If there is no one in the village anyone can become Lawspeaker of that village. Rightclick from visible range and become one. Authority doesn't matter, just need criminal acts on to become the Lawspeaker of a empty village. If I recall correctly you don't even need any black skills (trespass, theft or vandal). Edit: Trespass is needed if the village is active and have enough authority.
2. If there is 1 or more villager(s) in that village only they can become Lawspeaker IF there is no Lawspeaker at the time.
3. There is no way to become a Lawspeaker of a village no matter the authority of the village if there already exists one. The only way to become a Lawspeaker is to kill or have the Lawspeaker renounce his role.
4. You can't become a Lawspeaker if your a Chieftain. You first need a Lawspeaker of that village to remove your role before you can become a Lawspeaker of that village. I haven't tested but maybe if your a herdsman you cant become a Chieftain or Lawspeaker either, sorta have to remove your role before doing another.
5. A Lawspeaker can't leave the village by any means, other then death, until he renounces his role.
Edit: to sum it up. You either need to track down the members who are still part of the village and have them leave, kill them or have them join another village. Either that or wait till the authority drops below 50k authority then destroy it. A full authority village can take weeks to drain though. 13.3 days to be exact, from 250k to 50k if there are no banners. With each banner or statue it takes longer to reach 50k if authority is full.
