You have to have the ropes in your hands for it to count. It does not count if its in your inventory. You can only tame 2 at once unless your holding a third rope with something. Also, You can't walk a cow around with the rope in your inventory so why would you be able to tame them with it in your inventory.

you can tame as many as you want at once, the problems come from having the wrong rope equipped when taming another.

@Bubba don't be an idiot. you take the rope from inventory to hand to equip the next 1. you can only lead 2 at a time, but you can tame as many as you can carry ropes in inventory(as long as you keep track of which rope is for which animal). however once tamed you can use alts on follow to bring them all back to your camp/base...so why not tame a whole herd? as long as you keep the ropes straight taming 3-4 is quicker and easier than taming 1
