Mines can be only found in caves? Or on a surface as well?

Both. In a developed world cave mines are easier to find because using one is a PITA so most people don't bother taking them. But right now you're better off searching for a surface mine.

Surface mines can be found in barren land (brown) or mountains. Even then, you need to have Rustroot Extract to actually find the mine.
