I doubt that this particular bug reappeared after three and a half years, so i'm inclined to think you're doing something wrong. Make sure your ram is right next to wall (or whatever it is that you're trying to destroy) as that's most common ommision first-time ram users make.

When you are moving it you must click on the palisade itself. Only then will 'use' become an option.
I find your lack of face disturbing...

you have to click on the piece of wall you'd like to ram

Aha! This was in fact my mistake. I've been using it to tear down my palisade and gone through several repair cycles, so I'm surprised I didn't know this already.
