Yes.

And to the guy above you, I've tried that. Is anything special supposed to happen when I click "Become Lawspeaker"?

I tried that numerous times, yet nothing of interest happens, and each time I return it still gives me the option to do so.

Just a random guess, but do you have 30k LP to spend? Not sure if that's necessary or not, but it's probably worth considering.

The 'become Lawspeaker' option is only available to village members, when there is no Lawspeaker present. Also, this option is not available to the Chieftain, and also not to hirdsmen. Only 'normal' village members can claim Lawspeaker position, if it's free for whatever reason (Et tu, Brute?), by rightclicking the idol.
Since the OP mentioned, that he is at the outskirts of said village, but not part of it, he can not claim Lawspeaker position.

Damn it... So this village is technically just going to sit here, taking this spot for eternity? Any idea how I can put an end to this madness?

Not for eternity. Just, until village authority decays. If the inhabitants are long gone, like you say, it shouldn't be that long a wait.
Just keep watch, until you see that village authority has disappeared. Then, destroy remaining authority objects, and build your own village idol. Remember, this costs 30k LP.
