The option to build a gate comes up when you interact with a palisade cornerpost 2 tiles free of obstructions in any direction from another cornerpost.

You need a 2 tile gap between 2 cornerposts in other words.

It only works with an axe or sword equiped. Do you have that in hand?

Yeah, I did. It seems it requires Valor, since I received it after I bought that too.

Yes it is. First of all old ls has to either resign (by interacting with village idol) or die. After that a person to be a new ls has to interact with village idol.
