Does Carpentry affect the quality of chairs?

I'd like a decent Q one at my farm.

Only quality of blocks and boards matter. So somehow carpentry affects quality of chairs but only by softcapping boards quality.

When calculating quality, do you round up or down? For instance, I'm calculating my loom quality and I got 17.75, so would it be a q18 loom or a q17 loom?
