1. The answer to your first question depends on the stat.
Perception and exploration are extremely effective, but after you've got them high enough to see every forageable plant, there's no need to raise them higher unless you are planning on tracking the scents of a person with very high INT and stealth.
Perception is also used with slings and bows as part of the formula for minimum damage. For this use of Perception, there is not a point where it loses it's effectiveness.
For marksmanship, the effectiveness of the stat is based on the quality of your sling or bow. I'll use slings as an example - marksmanship is effective up until double the value of your sling quality. Each point of marksmanship above 2*slingQ has no effect.
For Survival, you just need it to be higher than the animals you are butchering and higher than the soil you are foraging on. At their maximum, foxes are q16, boars q56, deer q100, bears q200, and trolls q300, so you'll never need more than 300 survival unless your livestock (cows sheeps pigs) somehow manage to surpass the quality of a troll (if the server continues long enough) =P
2. UAC is used for both defense and offense. High UA will not reduce the damage you take. I don't have the time or energy to explain further, so I hope someone else does.

The easy way is to make another character and inherit the dead character's attributes and claim. When you log in with that character, you can then simply give up your claim by (A)dventure->(D)eclaim. (I believe that's the correct order of commands.)
