Incorrect. All that has to happen is for you to get too close to the edge and the other guy simply rides up next to you, keeping you from pathing out. You can destroy a boat, from a boat. Commence that, and enter you drowning or being stuck standing in the middle of the water with no way of moving out of it. If you get out of the boat while you're cornered he can just chase you down and back-hit you (which you get no defense from) and destroy you.
