The west used to be a raider hellzone, but the events with Taar killed their raider vault in the area and it's been much quieter since. Map edges *tend* to be safer mostly because it seems bigger villages dislike settling close to them (cuts your foraging area in half really). But that's from big village raids. See, big villages are both tyrants and the lawmakers all in one. If they steal from you, tough titties usually. But they also tend to be the ones to police random theft scents out of boredom. So the further from a big village you live, the less safe you are from petty thieves/murderers.
So, you've got two options here. Live next to, or hey *IN*, a big village that has the muscle to patrol. Very safe, but you may be killed in a war you personally have nothing to do with. Civilian casualties... are an aim in HnH wars. Take out their farmers & etc, weaken them from the bottom type idea.
Other option is to live really far inland. I mean... 5 minute walk with a boat at least. This reduces the attention you receive. With a small palisade it's quite possible you can live unmolested for a good long time. Getting to water to forage is a pain, and don't make roads to your place or you're defeating the point. Roads are for people who don't care if they're noticed.
