There is no need to raise attack against running enemies. Once they start trying to flee, any attack will do 100% damage even if your attack bar is empty. When boars try to run, just immediately punch and they should go down.

For deer and foxes, your best bet is to weaken the enemy until they are close to running, then hit them with a strong attack that uses up some IP. You can often kill them with that one attack and they never get a chance to run.
