I need help tryig to figure out how to work a Barter Stand.
I don't own it.
It's not on claimed land of any sort.

How much STR do I need to mine on a second level mine with an axe?

What quality of axe? Tool quality (no mater axe or pickaxe) affect on mining ability.

Those percentages are just derived from the color of the building. There's no way to know the exact number of HP even if you calculate them manually. The server doesn't provide it.

The one who fills in the first goodies to sell and sets a price is the owner...so if it's empty you might just try to own it
have a stone and a branch in your inventory - right click Barter stand - double click stone - this is the good you sell and dropped into Barter Stand - now click change button next to it and click on branch with appearing pick cursor - this is the price you have to pay for the stone...

at lvl 2 i never managed to dig having less then 100 STR with tools 20+ onwards...

It's not empty. and I have no use for it. But I cannot destroy it.

The calculation comes out correct, it seems like you might have forgotten to divide by two for the slingq 
(61+10)/2 = 35.5
(35.5+17)/2 = 26.25, rounded down 26.
